Regent-Lady Celia Harlow is a human located in Greymane Tower in Gilneas City.

Ostensibly Alteraci nobles sent to the court of King Genn Greymane by Lord Daval Prestor, Celia and her brother were black dragonspawn tasked by their father with infiltrating the kingdom of Gilneas and bringing it to ruin from within. Although they successfully integrated themselves among Genn's courtiers and advisors, soon poisoning the mind of the king and manipulating him into against his people, they lost contact with their father and received no more word from him.<ref name="Celia's Journal">Celia's Journal</ref>

While awaiting for orders, Celia took a more active part in the leadership of Gilneas as Regent-Lady, with Mortimer lavishing in the desires of mortals and even taking himself a wife among the Gilneans - the daughter of Lord Darius Ravenwood, Elena.<ref>The Raven's Sentence and the First Rebellion</ref><ref name="Celia's Journal" /> Celia soon came to feel a degree of jealousy for Genn Greymane, who in his depressed state of mind while under their influence and after the death of his wife Mia could make no decisions of his own and relied on his regents. Feeling abandoned by her father, she too sought direction and supervision and knew not how she could find it in her situation until the arrival of the worgen pricolich Father Lycan, who made them an offer of an alliance.<ref name="Celia's Journal" />
